The First and Second Floor Base Ball Clubs of the City Hall played yesterday. The game was to decide the championship of the City Hall, both clubs having had one game to their credit. At the beginning of the seventh inning, when the game stood a tie, 15 to 15, the First Floor nine proposed that one inning more should decide the game. To this proposition the Second Floor nine refused to agree, whereupon the First Floor nine left the field, and the umpire, Mr. Sanders, declared the score 9 to 0 in favor of the Second Floor nine.-St. Louis Globe-Democrat, August 31, 1884

Why doesn't my City Hall have first and second (and third) floor baseball teams?
My City Hall has two floors and a basement but the first floor is the only one with enough people to put together a team. And most of those are women working in the treasurer's office.
My favorite part about this thing was how the City Hall folks couldn't come to a civil agreement about how to decide the game. I read that and thought it was typical of how City Hall in StL works.
